在香港念書是否能申請

be actually resident in the PRC at the time of applying
1 H! }+ M; o0 \% J& V请问香港或澳门是否算PRC？因为我想申请明年的WHV，但那时候我可能在香港。不知能否继续申请，非常感谢！
